Loyan Afghan Private Employment Company is a licensed Afghan company specialising in overseas employment placement, workforce recruitment, training and professional skills development. We are building a nationwide programme for Afghans who want to work abroad — reaching candidates in the provinces, not only in Kabul.
We work with two groups of people: those who already hold professional skills and experience, and those who need training and preparation before entering the international labour market. Both are taken through the same structured process, so that what an employer receives is a documented, prepared candidate rather than an untested CV.

Founder & Chief Executive Officer
Mr. Emal Nikozai is a graduate in Economics with a Master's degree in Business Administration (Finance), and brings more than fifteen years of professional experience in taxation, audit, compliance and financial management. He is a partner at FairTax International and has held senior positions with Afghanistan's Small Taxpayer Office and Large Taxpayer Office — including Compliance Manager and Audit Manager — as well as Assistant to the Director General of Revenue at the Ministry of Finance.
As Founder and Chief Executive Officer he provides the company's strategic leadership and direction, overseeing business development and international employment strategy and supporting the establishment of partnerships with international employers and recruitment agencies.
Loyan Afghan began with a problem he saw clearly: thousands of capable Afghans were unemployed and searching for employment abroad, yet many lacked proper guidance, professional preparation and a reliable pathway to legitimate employers. He envisioned the company as a bridge between Afghan talent and international opportunity — helping people develop the right skills, connect with credible employers, and pursue employment abroad through organised, professional and responsible channels.
