What Loyan Afghan does

A nationwide platform for employment, skills and mobility

We are establishing a nationwide programme focused on employment, skills development, training and overseas workforce placement — designed to reach Afghans across the country, not only those already in the capital.

We provide training and skills-development opportunities, identify suitable employment opportunities in different countries, connect suitable candidates with potential employers, and support those candidates throughout the recruitment and placement process.

The intent is straightforward: help Afghan workers build practical skills, improve their employability, and access legitimate international employment in a professional, organised and transparent manner.

Leadership

Mr. Emal Nikozai

Founder & Chief Executive Officer

Mr. Emal Nikozai is a graduate in Economics and holds a Master's degree in Business Administration (Finance). He brings more than fifteen years of professional experience in taxation, audit, compliance and financial management. He currently serves as a partner at FairTax International, and has previously held senior positions with Afghanistan's Small Taxpayer Office and Large Taxpayer Office — including Compliance Manager and Audit Manager — as well as serving as Assistant to the Director General of Revenue at the Ministry of Finance.

As Founder and Chief Executive Officer he provides the strategic leadership and direction of the company, overseeing business development and international employment strategy, and supporting the establishment of partnerships with international employers and recruitment agencies. His experience in finance, taxation, audit and management underpins Loyan Afghan's institutional capacity and its commitment to professional, transparent and compliant placement practice.

Alongside his professional career he has established and successfully grown several businesses, maintaining a consistently entrepreneurial outlook while remaining committed to contributing to his people and creating opportunities for others.

Loyan Afghan began with a problem he saw clearly: thousands of capable Afghans were unemployed and searching for employment abroad, yet many lacked proper guidance, professional preparation and a reliable pathway to legitimate employers. He envisioned the company as a bridge between Afghan talent and international opportunity — helping people develop the right skills, connect with credible employers, and pursue employment abroad through organised, professional and responsible channels.

Mohammad Adel Safi

Director

An International Business graduate of Brunel University London, Mr. Safi brings experience in business operations, logistics, administration, research and stakeholder coordination, alongside practical entrepreneurial experience as owner of Azad Mehr — managing logistics, suppliers, customers and operational planning.

At Loyan Afghan he supports business development, operational coordination and international employment activity, building relationships with international employers, recruitment partners and stakeholders.

Dr. Muhammad Ramzan

Workforce & Business Development Director

A higher-education leader, management professional and international consultant with over thirty years of experience across education, human resource development, technology, management and organisational development. He holds a PhD from the University of Malaya, Malaysia, with expertise in AI, ERP, agile management, digital transformation and professional skills development.

He leads international employer partnerships, workforce mobility initiatives and strategic business development — connecting trained, certified and professionally prepared Afghan workers with legitimate international employers.

Qudratullah Sahil

Program Director

Mr. Sahil leads the planning, coordination and implementation of the company's international workforce and overseas employment programmes. He brings more than ten years of experience in audit, consultancy, management and organisational development, with expertise in programme management, compliance, governance and institutional development.

He holds dual master's degrees — an MBA from India and an MSc from Switzerland — along with an ISA certificate, and has worked with leading audit and consultancy practices on assignments across financial institutions, UN agencies, INGOs, trade organisations and state-owned entities. At Loyan Afghan he oversees programme development, partner engagement, operational planning and quality assurance across candidate selection, skills development, verification, recruitment and placement.
